PROPOSAL TO REGULATE THE SELF CULTIVATION AND CANNABIS SOCIAL CLUBS IN BELGIUM

On the last 13th of September the Belgian Socialist Party brought forth in the House of Representatives a proposal to regulate the home grow and the Cannabis Social Clubs, through the risk prevention vision. It is addressed just to Belgian residents.

Actually, in Belgium the adults can possess three grams or a plant of cannabis. There are around ten CSC’s in Belgium, the first one founded was Trekt Uw Plant, in 2006. CSC Maribor found not guilty of drug trafficking in Slovenia!

In the beginning of 2015 the police raided CSC Maribor on the basis of some reports from one or more citizens, which stated that Sanjin Jašar was selling weed and misleading sick people into believing that cannabis is a cure for their disease. The police found around 7 kilos of cannabis around 200 ml of THC and CBD extract, 44 plants and equipment for 6 grow boxes where some of them were waiting for the patients to collect them.

After 3 or 4 reports police had to act although they (and the rest of Slovenia) knew from the beginning what the CSC Maribor is doing. It was already publicly announced in the parliament on a discussion about changing the law, where activists in Slovenia collected more than 10.000 signatures for legalizing cannabis back in 2013 and CSC Maribor contributed more than 1.000 signatures to this initiative. In Portugal, venepuncture rooms were approved by law in 2001, as well as substance testing, yet after almost twenty years there’s not a single safety consumption room in Lisbon or in any other portuguese city. This is because the City Halls don’t want to lose votes as this is an unpopular theme and they don’t have the culture or the interest about good practices associated to the behaviors in relation to drugs. Legislation on consumption & posession of drugs in France

Consumption of any product listed in the first annex to the list of controlled drugs can be sanctioned with a one year prison sentence and a 3.750 € fine.

However, since june 2013, the pharmaceutical industry has obtained the possibility of requesting approval for the commercialisation of medicines containing the cannabis flower or its derivates, specially the synthetic ones.

At the date of 2017, the only pharmaceutical preparation that has been proposed for comercialisation is Sativex® (Nabiximols). Although it has fulfilled all the selective criteria for theoretical commercialization, it hasn’t still obtained the final approval for social security reimbursment, which still blocks its access in chemistries. The European Coalition for Just and Effective Drug Policies, is a pan-European network of currently 160 NGO’s and individual experts involved in the drug issue on a daily base. We are the European section of an International Coalition, which consists of more than 400 NGOs from around the world that have adhered to a Manifesto for Just and Effective Drug Policies (established in 1998). Among our members are organisations of cannabis and other drug users, of health workers, researchers, grassroot activists as well as companies.
