COMMISSIONE DELLE NAZIONI UNITI SULLE DROGHE DI VIENNA

Dichiarazione di ENCOD per la 56ma Sessione della Commissione delle Nazioni Unite sulle Droghe di Vienna

Durante la nostra conferenza stampa delle 10.00 all’ingresso del Vienna International Centre, Wagramer Strasse 5, Vienna, la delegazione di Encod ha presentato le sue considerazioni e richieste.


Nel marzo del 1961, è stata sottoscritta la [UN Single Convention on Narcotic Drugshttp://www.unodc.org/unodc/en/data-and-analysis/bulletin/bulletin_1962-01-01_1_page007.html]. Questa Convenzione obbliga tutti gli stati delle Nazioni Unite a proibire la produzione e distribuzione di una serie di sostanze psicoattive che sono considerate pericolose per la salute pubblica.

All’apertura della 56ma seduta annuale della Commissione Droghe Narcotiche, i delegati di ENCOD sottometteranno questa questione a tutti i convegnisti :Perchè il tema della regolamentazione delle droghe non è sull’agenda della CND?

Frederik Polak, presidente di ENCOD spiega “Se la comunità globale è veramente convinta che la proibizione delle droghe stia funzionando così bene,che non vi sia alcun bisongo di neppure considerare delle politiche alternative, andrebbe detto chiaramente. Noi non possiamo aspettare fino al 2016 per aprire il dialogo che i mondo sta richiedendo per una riforma radicale delle politiche sulle droghe”.

Dichiarazione di ENCOD :

Uno studio della regolamentazione delle droghe è la più importante necessità per qualsiasi organizzazione interessata o coinvolta nella politica delle droghe.

Ci sono numerose ragioni per questo.

1. Il dibattito sul bisogno di uno studio per politiche alternative delle droghe si sta intensificando ed acquistando velocità su scala globale. Al livello dei decision maker,tuttavia il tema molto semplicemente non si trova in agenda.

2. Le esperienze di decriminalizzazione (di fatto) nei Paesi bassi e con la decriminalizzazione delle altre droghe in Portogallo e in altri paesi dimostrano che la regolamentazione legale delle droghe proibite non aumenta il problema delle droghe.

3. La continuazione della proibizione delel droghe, senza considerare politiche altervantive , deve esser considerata come una negligenza criminale e una inadempienza al dovere

4. Le generazioni future vorranno sapere come è stato possibile che la disastrosa proibizione delle droghe sia continuata per così tanto tempo, senza un pensiero serio sulle alternative.

5. Questo è un problema complesso, perchè tocca tante sfere della vita e molte parti ed aspetti della società, ma non dovrebbe esser resa ancora più complicata di quanto non sia.Solo poche delle molte aree di disputa sono decisive rispetto alla questione centrale e più importante: quale forma di regolamentazione è più appropriata per i mercati delle droghe ?
