Distinguido señor alcalde,

Mucha gente está viviendo en las plazas y las calles de Amberes. Estas personas no tienen una vida fácil, puesto que les afecta una serie de problemas tales como la falta de oportunidades, problemas de salud, desempleo, soledad, frustraciones, falta de vivienda y exclusión social. Pertenecen a los grupos más frágiles de la sociedad.

Sin embargo, las autoridades municipales de Amberes no consideran a la gente que vive en la calle como gente sin techo, extremadamente empobrecida o marginalizada. No, en Amberes, las personas que viven en la calle sobre todo son consideradas como “usuarios de drogas”. En Amberes, casi la totalidad de la asistencia social a personas que viven en la calle es dominada por el término “drogas”. Los programas sociales para gente que vive en la calle se llaman “programas de drogas”.

Alguien que vive en la calle necesita una casa, asistencia sanitaria adecuada, alimentación, cultura, actividades, una vida digna, igual si consume drogas o no. Marcar a gente que vive en la calle como “usuarios de drogas” solamente puede causar mayor exclusión social de estas personas.

Todo el mundo consume drogas, aparte de algunas excepciones muy raras. Casi todos hemos desarrollado el hábito de consumir distintas drogas: café, alcohol, tabaco, anestésicos, barbitúricos. Es por ello llamamos a todos “usuarios de drogas”? No. Guardamos ese término para estigmatizar a las personas que ya están marginalizadas de antemano.

Basta ya con que las drogas son utilizadas como excusa para que la policía ejecuta con regularidad sus “operaciones de limpieza” alrededor de la De Coninckplein y que molesta y humilla a jóvenes en Borgerhout, Berchem, het Kiel y Hoboken. Es difícil de ver qué esta violación sistemática de los derechos humanos universales tiene que ver con la “prevención del abuso de drogas”.

Por ello le pedimos de eliminar cualquier referencia a las drogas de todos los programas sociales destinados a la gente que vive en la calle. Alto a la narcotización de la gente que vive en la calle!
