EN HOLANDA, CANNABIS SOCIAL CLUBS CON APOYO DEL MUNICIPIO

La ciudad holandesa de Utrecht quiere realizar dos experimentos sobre el consumo del cannabis.

Una de las iniciativas está dirigida a la apertura de clubes privados donde se podrá consumir marihuana y disfrutar de actividades de ocio.

La segunda viene acompañada de un experimento dirigido a explorar cómo podría ser utilizada la droga como tratamiento para aquellos consumidores de cannabis vulnerables a sufrir trastornos psicóticos.

Mejor control

Ambos experimentos han sido propuestos por la municipalidad de la ciudad de Utrecht. “El municipio de Utrecht quiere implementar estos experimentos con el fin de reducir los daños que origina el consumo de cannabis en la salud”, responde Victor Everhardt, concejal de Salud de Utrecht.

“Nuestra municipalidad quiere ofrecer a los consumidores de cannabis la posibilidad de un lugar adecuado para consumir este tipo de droga en cantidades reducidas y controladas”, agrega Everhardt.

El concejal de Salud cree que estos dos proyectos permitirán “reducir el crimen y controlar mejor las molestias que el consumo de cannabis pueda ocasionar”.

El club privado de la cannabis

La idea es innovadora y se ajusta al régimen de tolerancia que Holanda mantiene respecto del consumo de drogas blandas.

El modelo “club privado” se centra en usuarios recreativos adultos. Asimismo, esta iniciativa ofrece la posibilidad de llevar a cabo un cultivo controlado y regulado para uso personal y en un entorno seguro. Se trata de asociaciones privadas y pequeñas.

Everhardt: “Es una iniciativa controlada y a pequeña escala. Solamente los miembros del club podrán consumir en ese lugar y siempre cantidades pequeñas de la droga. El club asume la responsabilidad del consumo”.

Dentro de este modelo, la regulación y el control de las ventas se produce a través de acuerdos estrictos que garantizan el origen no criminal y la calidad de la cannabis, aspecto esencial para prevenir riesgos en la salud de los consumidores.

Everhardt insiste en la importancia de la iniciativa y el objetivo principal que persiguen: Disminuir el uso excesivo de cannabis y controlarlo, algo que se llevaría a cabo bajo supervisión médica o bajo la supervisión de una institución de salud mental.

“Para las personas en tratamiento por esquizofrenia y consumidores regulares de cannabis, es algo fundamental”, explica Everhardt.

En la ciudad de Utrecht existe un grupo, de por lo menos ochenta personas, que sufre trastornos psicológicos crónicos, insomnio o paranoia y que apenas responde al tratamiento de medicina tradicional.

“Una explicación posible es la fortísima adicción que tienen al cannabis”, agrega Everhardt.

Entretanto, la municipalidad de Utrecht quiere mejorar la educación y la prevención de los riesgos que el consumo continuado del cannabis provoca en la salud.

De acuerdo con Victor Everhardt, “los visitantes de coffeshops están mal informados sobre los efectos nocivos del consumo de cannabis”.
