Reconocimiento de acullicar coca motiva advertencia de ONU a Bolivia

El año pasado el organismo de la ONU pidió un cambio legal para “abolir o
prohibir” la práctica de masticar hoja de coca, lo que generó fuertes
protestas del Gobierno boliviano.

El órgano de la ONU encargado de velar por el cumplimiento de los tratados
internacionales sobre drogas ha advertido a Bolivia de que infringe los
convenios al permitir el tradicional acullicu de la hoja de coca.

“La legislación nacional permite cultivar y consumir hoja de coca con
fines no médicos y, en particular, masticar hoja de coca. Ello es
contrario a las disposiciones de la Convención de 1961”, explica la Junta
Internacional de Fiscalización de Estupefacientes (JIFE) en su informe
anual sobre las drogas 2008.

La Junta, un órgano independiente dentro del sistema de Naciones Unidas,
indicó que dicho tratado obliga a los Estados a limitar exclusivamente los
estupefacientes “a los fines médicos y científicos”.

La JIFE ya pidió en el informe del año pasado un cambio legal para “abolir
o prohibir” la práctica de masticar hoja de coca, lo que generó fuertes
protestas del Gobierno boliviano.

La planta, incluida entre los estupefacientes prohibidos por la ONU,
además de ser la base para fabricar cocaína tras un procesamiento químico,
en su estado natural se emplea en Bolivia en usos medicinales,
nutricionales y rituales.

Este año la Junta no ha pedido de forma tan clara que Bolivia emprenda
acciones contra esa práctica tradicional, pero ha dejado claro que “sigue
preocupada por ciertos aspectos de la política de fiscalización de drogas
de Bolivia, que infringen los tratados internacionales de drogas”.

El órgano fiscalizador de la ONU también tomó nota de que Bolivia está
revisando su “legislación en materia de fiscalización de drogas con miras
a permitir el uso de la hoja de coca con fines tradicionales y para una
amplia gama de productos industriales, algunos destinados a la
exportación”.

Por ello “insta” a La Paz a que vele que esas medidas no supongan una
violación de la Convención de 1961, donde se explicita que todas esas
prácticas están prohibidas.

Sobre la reivindicación de la hoja de coca como elemento tradicional de la
cultura indígena, la JIFE es clara: “en los tratados de fiscalización
internacional de drogas no se acepta la existencia de un ‘derecho’ a
poseer estupefacientes o sustancias sicotrópicas, salvo para utilizarlos
con fines médicos o científicos”.

“La posición de la hoja de coca en la Lista I de la Convención de 1961 es
clara: el consumo de hoja de coca sin la extracción previa de sus
principales alcaloides activos, incluida la cocaína, a menos que sea con
fines terapéuticos, está prohibido”, concluye la Junta.

En 2008 el Ejecutivo boliviano, liderado por Evo Morales, que es aún el
principal dirigente cocalero de su país, calificó de “colonialista” y un
atentado contra las tradiciones indígenas las peticiones de la JIFE de
acabar con el masticado de coca.

Después de Colombia y Perú, Bolivia es el tercer mayor productor de hoja
de coca con unas 28.900 hectáreas en 2007, un cinco por ciento más que el
año anterior.
