LA LÉGALISATION DIMINUERAIT À LONG TERME LA CONSOMMATION

Les partisans de la légalisation de la marijuana sont de plus en plus
nombreux en Californie, y compris au sein de l’administration de cet
État qui a été le premier à autoriser son usage “thérapeutique” par les
malades atteints de sida ou de sclérose en plaque. Certains envisagent
aujourd’hui de lever totalement l’interdit. Mais quelles seraient les
conséquences économiques et sociales d’une telle mesure?

Une étude menée par la Rand Corporation, un ” think-tank” à but non
lucratif, montre qu’elle aboutirait d’abord à faire chuter le prix du
cannabis de 80% et rapporterait plus de 1 milliard de dollars de revenus
à l’État sous forme de taxes. La consommation, en revanche, devrait
augmenter logiquement avec la baisse des cours et l’accès plus facile au
produit . L’étude estime que cette progression pourrait atteindre 50 à
100%, mais ses auteurs reconnaissent qu’il est impossible de prévoir
rationnellement la tendance.

Aux Pays-Bas, la courbe de consommation a fortement augmenté les
premières années qui ont suivi la dépénalisation du cannabis et
l’ouverture des premiers coffee-shops, dans les années 1970, mais elle a
ensuite décru de façon continue. Proportionnellement à la population, le
nombre de fumeurs de joints est aujourd’hui moins élevé en Hollande
qu’en France. Les experts de la Rand Corporation ont également calculé
les économies que pourrait réaliser l’Etat en démobilisant les forces
policières qui se consacrent actuellement à la lutte contre le trafic et
la consommation de marijuana: environ 300 millions de dollars par an.

Deux propositions de loi visant la légalisation de la production et la
vente d’herbe ont été déposés par un représentant démocrate de
Californie, Tom Ammiano. Elle seront examinées en novembre 2010. Le
citoyens âgés de plus de 21 ans seraient autorisés à cultiver leurs
plantes sur une surface n’excédant pas 1,5 mètres carrés, moyennant le
paiement d’une taxe.
