Estimada Secretaria Clinton:

Le escribimos para solicitar que la administración de Obama retira su objeción a la enmienda propuesta por Bolivia a la Convención Única de Estupefacientes de 1961. La enmienda de Bolivia removería el requísito del artículo 49 que Bolivia y otros países andinos prohiban a sus habitantes el masticado de la hoja de coca para fines religiosos, sociales, medicinales y nutricionales. Masticar hojas de coca es un elemento central de la identidad cultural de millones de personas indígenas andinas, y lo ha sido durante muchos siglos. Rechazar la enmienda boliviana está en conflicto con la Declaración de la ONU sobre los derechos de los Pueblos Indígenas, que establece: “los pueblos indígenas tienen derecho a mantener, controlar, proteger y desarrollar su herencia, conocimiento y expresión cultural tradicional.”

La objeción de los EEUU registrada el 19 nde enero de 2011 debe ser retirada al final de este mes, o la acción bloqueará la enmienda y agravará el insulto a los pueblos indígenas originado en la Convención de 1961.

La ONU basó la inclusión de esta prohibición del masticado de la hoja de coca en un informe de 1950 que fue fundado no en investigaciones científicas sino en entrevistas con bolivianos y peruanos no-indígenas sobre sus opiniones en cuanto a la forma en que el masticado de la hoja de coca afecta a los pueblos indígenas. Por aquel entonces, los pueblos indígenas continuaban a vivir en un sistema de la esclavitud de facto basada en su raza. Desde la edición de la Convención de la ONU, el informe de 1950 ha sido profundamente falsificado por varios estudios científicos que demuestran que el masticado de la hoja de coca en su estado natural es una práctica benigna, con beneficios médicos, nutricionales y sociales.

Bolivia propuso la enmienda a la Convención de 1961 hace casi dos años. La enmienda removería meramente el lenguaje que requiere de países soberanos que prohiban el masticado de la hoja de coca dentro de sus propias fronteras; no legalizaría la hoja de coca internacionalmente ni removería el requirimiento que los países cooperen para prevenir y penalizar el complejo proceso de convertir la hoja de coca natural en la cocaína concentrada.

La formulación de la objeción a último minuto de los Estados Unidos presentada a la ONU confunde el asunto por no reconocer el hecho de que la enmienda boliviana trata de remover el requirimiento de prohibir el masticado de la hoja de coca donde ya se está practicando, y no una amplia legalización de la hoja de coca. Los EEUU debe actuar inmediatamente para retirar esta objeción errónea, políticamente motivada para corregir un error histórico que ha estigmatizado y dañado a los pueblos indígenas andinos durante más de 50 años.
