Qué es ENCOD ?

En 1993, a petición de la Comisón Europea, 14 organizaciones trabajando en el campo de las drogas fundaron la Coalición Europea por Políticas de Drogas Justas y Eficaces. Durante dos décadas, Encod llegó a ser una plataforma de 150 socios, organizaciones, empresas y ciudadanos que desean un fin a la guerra contra las drogas. Con lobby politico, acciones e información hemos fortalecido su voz ante las Naciones Unidas, la Unión Europea y al nivel nacional y local.

Somos la sección europea de una Coalición Internacional que consiste de más de 500 ONGs de todas partes del mundo que han adherido al Manifiesto por Políticas de Drogas Justas y Eficaces (establecido en 1998).

Entre nuestros miembros están organizaciones de consumidores de canabis y otras drogas, de trabajadores de salud, investigadores, activistas de base asícomo empresas. Ver la lista de miembros.

Nuestra lucha ha entrado en una fase crucial. Recientemente varias regiones y países en todo el mundo han comenzado a implementar alternativas a la prohibición de drogas. El cambio está en el aire. Pero cómo serán las políticas de drogas del futuro? Tomarán en cuenta los intereses de los ciudadanos normales y corrientes?

Luego de muchos años de lobby dentro de la burocracia de Bruselas, Encod logró un primer triunfo en el Parlamento Europeo en diciembre de 2004, cuando fue aprobado el “Informe Catania” por una mayoría de eurodiputados. Este informe propone un cambio radical en la política de drogas de la UE y recomienda la reducción de daño y un enfoque científico y equilibrado en lugar de mantener la prohibición de drogas. También recomienda la involucración de organizaciones de la sociedad civil en el diseño y la implementación de la política de drogas.

Desde 2006 Encod promueve el concepto de los Cannabis Social Clubs. Son asociaciones de ciudadanos que organizan el cultivo de un monto limitado de cannabis para satisfacer sus necesidades personales, a través de un circuito cerrado de producción y distribución sin fines de lucro. Actualmente, los CSCs operan legalmente en España y Bélgica, mientras que en varios otros países se realizan iniciativas para lograr un estatus legal. Cada vez más europeos descubren el CSC como la herramienta perfecta para mostrar cómo podría ser la legalización.

Los miembros de ENCOD son invitados a participar en una Asamblea Anual, y son suscritos a listas de correo electrónico. Publicamos un boletín mensual con un comentario actual sobre la política de drogas de la Unión Europea y noticias sobre nuestras actividades.
