Monsieur le Maire,

Beaucoup de gens vivent sur les places et dans les rues d’Anvers. Ces personnes n’ont pas une vie facile, puisqu’ils ont de nombreux problèmes comme l’absence d’opportunités, les problèmes de santé, le chômage, la solitude, les frustrations, le manque de logement et l’exclusion sociale. Ils appartiennent aux groupes les plus fragiles de la société.

Toutefois, les autorités municipales d’Anvers ne
considèrent pas les gens qui vivent dans la rue comme gens sans domicile, extrêmement appauvris ou marginalisés. Non, à Anvers, les personnes qui vivent dans la rue sont surtout considérées comme “usagers de drogues”.

À Anvers, presque la totalité de l’assistance sociale à des personnes qui vivent dans la rue est dominée par le
terme “drogues”. Les programmes sociaux pour les gens qui vivent dans la rue sont appelés des “programmes de drogues”.

Quelqu’un qui vit dans la rue a besoin d’une maison, d’une assistance sanitaire adéquate, d’alimentation, de culture,
d’activités, d’une vie digne, qu’il consomme des drogues ou non.
Marquer les gens qui vivent dans la rue comme “usagers de drogues” peut seulement causer une plus grande exclusion
sociale de ces personnes.

Tout le monde consomme des drogues, sauf quelques exceptions très rares.
Presque tous nous avons développé l’habitude de consommer différentes drogues : café, alcool, tabac, anesthésiques,
barbituriques.
Est-ce que pour cela on nous appelle tous “usagers de drogues” ? Non.
Nous gardons ce terme pour stigmatiser des personnes qui sont déjà marginalisées à l’avance.

Il suffit que les drogues soient utilisées comme excuse pour que la police exécute avec régularité ses “opérations de nettoyage”
autour de Coninckplein et qui harcèle et humilie des jeunes à Borgerhout, Berchem, het Kiel et Hoboken.
Il est difficile de percevoir en quoi cette violation systématique des Droits de l’Homme à quelque chose à voir avec “la prévention
de l’abus de drogues”.

Pour cela nous demandons d’éliminer toute référence aux drogues dans les programmes sociaux destinés aux gens qui vivent dans la rue.

Stop à la “narcotisation” des gens qui vivent dans la rue !
