Estimada Señora Dyckmans,


En 2009 el presidente de Bolivia, Evo Morales, pidió de la ONU que modificara la Convención Unica de 1961. Esta modificación debería poner fin a la prohibición discriminatoria y científicamente insostenible del masticado de la hoja de coca, mientras que el sistema mundial de control del cultivo de coca y de la cocaína se mantendría intacto.

De acuerdo a informes que han salido de las reuniones del “Grupo Horizontal de las Drogas” – el comité responsable para la política de drogas de la UE – los EEUU han preparado a un grupo de países “amigos de la Convención” para oponerse a la abolición de la prohibición del masticado.

Las conclusiones de una Comisión de Investigación sobre la Hoja de Coca de 1950 formaron la justificación de la prohibición del masticado de la hoja de coca en la Convención Unica. Este informe ha sido fuertemente criticado por ser arbitrario, impreciso, racista y culturalmente insensitivo.

La Declaración de la ONU sobre los Derechos de los Pueblos Indígenas establece que “los pueblos indígenas tienen el derecho a mantener, controlar, proteger y desarrollar su herencia cultural, conocimiento y expresión cultural tradicional.”

La propuesta boliviana de enmendar la Convención Única surgió del reconocimiento de la hoja de coca siendo una parte integral de la herencia cultural de Bolivia. En la Declaración de Madrid de la cumbre de la Unión Europea – Latinoamérica y el Caribe, el 18 de Mayo de 2010, los países europeos reconocieron la herencia cultural de los pueblos indígenas.

De acuerdo a mi interpretación, Alemania ha con ello reconocido el derecho de los pueblos indígenas a proteger y mantener su herencia cultural.

Ahora me he enterado que Alemania está considerando presentar una objeción al pedido boliviano a la ONU.

Mi pregunta es, en un momento en que la prohibición de drogas ha fortalecido los carteles criminales de tal forma que amenazan con la ocupación de partes de estados tales como México y Guatemala – será que Alemania objetará a las Naciones Unidas, y con ello apoyar los esfuerzos de los EEUU de imponer su voluntad sobre los pueblos indígenas de Bolivia?
