DROGENREGULIERUNG, EIN WEG AUS DER KRISE?

Podiumsdiskussion zum Thema “Drogenregulierung, ein Weg aus der

Hintergrund:

Die Europäische Union hat keine Einwände gegen Initiativen der
EU-Mitgliedstaten die in Richtung einer Reglementierung von Cannabis
und anderen zur Zeit verbotenen Drogen gehen.

Frau Dana Spinant, die neue Koordinatorin der Anti-Drogen-Einheit der
Europäischen Kommission, hatte das im Rahmen der Öffentlichen Anhörung
über die Europäische Drogen-Politik am 8. Dezember 2010 in Brüssel
abgehalten wurde, mehrmals wiederholt. Die Sitzung hat zuerst eine
Schätzung über die finanziellen Konsequenzen der Kriminalisierung zu
lasten der öffentlichen Hand und des Sparpotentiales einer
Entkriminalisierung von Cannabis gemacht. Dazu stützten Sie sich auf
Daten einer Studie der OEDT, wonach der globale Betrag, derartiger
Massnahmen zu einer Einsparung von zwischen 35 und 60 Milliarden Euro
jährlich führen kann. Einsparungen zwischen 70 bis 120 Euro für jeden
einzelnen der 500 Millionen Bürger der Europäischen Union.

Allein für Österreich könnten Kalkulationen zufolge durch eine
Entkriminalisierung über Einsparungen und Steuereinnahmen mehr als 2
Mrd. Euro erwirtschaftet werden. Die Anzahl der Konsumenten würde sich
dabei, wie die Beispiele in den Niederlande, Tschechien und Portugal
zeigen nicht erhöhen, sondern eher reduzieren und dann stagnieren. Die
Sicherheit der Konsumenten kann durch einen kontrollierten Markt
verbessert werden, da der Schwarzmarkt keine Qualitätskontrollen kennt
und geschätzte 1,5 Mio. Konsumenten wären durch den Wegfall der
Kriminalisierung nicht mehr der Gefahr einer Diskriminierung
ausgesetzt.

Vor allem eine Entkriminalisierung im medizinischen Bereich ist, wie
es in den Vereinigten Staaten schon seit Mitte der 1990er Jahre der
Fall ist, längst überfällig!
