Vorstoß in der Drogenpolitik

Saubere Ware, vernünftige Preise: Die Bundestagsfraktion der Linken will dem Vorbild von Spanien, Belgien und Holland folgen. Auch in Deutschland soll es so Cannabis-Clubs geben.

BERLIN taz | Die Idee klingt nicht schlecht. Wer kiffen möchte, geht in seinen örtlichen Cannabis-Club, lässt sich so viel Dope geben, wie er braucht, und zahlt dafür ein kostendeckendes Entgelt. Keine Heimlichtuerei, keine überzogenen Preise, saubere Ware. Wo gibts so was? In Cannabis-Clubs in Spanien, Belgien und den Niederlanden. Und, geht es nach der Linkspartei, demnächst auch in Deutschland.

Die Bundestagsfraktion hat gerade einen entsprechenden Antrag ins Parlament eingebracht: “Die Legalisierung von Cannabis durch die Einführung von Cannabis-Clubs”. Demnach soll der Besitz von bis zu dreißig Gramm straffrei sein. Handel und Besitz von Samen sowie der Anbau zum Eigengebrauch sollen legalisiert werden. Wer kiffen möchte, aber nicht selbst anbauen will, soll das Cannabis-Clubs überlassen können.

Frank Tempel, drogenpolitischer Sprecher der Linkspartei, hat einen solchen Cannabis-Club noch nie von innen gesehen. Das seien “Recherchen, die wir in Zusammenarbeit mit NGOs gemacht haben”. Er würde gern mal einen Club besuchen, sagt der ausgebildete Kriminalist, “aber mit dem Konsum hätte ich nichts am Hut – ich bin Nichtraucher und kein Keksfan”.

Der Linke-Antrag sieht auch vor, für den Straßenverkehr “eine wissenschaftlich begründete zulässige THC-Höchstgrenze im Blut einzuführen”. Will die Linkspartei zugedröhnte Verkehrsteilnehmer? Natürlich nicht, sagt Tempel. Der Thüringer hat jahrelang in einer mobilen Rauschgiftbekämpfungsgruppe gearbeitet. Er hat erlebt, wie viel Zeit und Personal die Polizei in die Verfolgung von Bagatelldelikten investiert, wie Kiffer unter Generalverdacht gestellt werden. Unzählige Verfahren mussten eingestellt werden. “Wer regelmäßig sonnabends raucht”, meint Tempel, “muss am Donnerstag nicht fahrbeeinträchtigt sein, obwohl in seinem Blut noch THC nachweisbar ist.”

Bei ihrem Programmparteitag Ende kommender Woche wollen die GenossInnen auch über das Thema weiche Drogen sprechen. Im Leitantrag heißt es, die Unterscheidung in legale und illegale Substanzen wie Alkohol und Cannabis sei willkürlich, daher trete man für die “Entkriminalisierung des Drogenkonsums und für die Legalisierung weicher Drogen ein”.
