ZWEI DROGENPOLITISCHE ABSTIMMUNGEN IN DER SCHWEIZ

Die eidgenössische Volksinitiative »für eine vernünftige Hanf-Politik mit wirksamem Jugendschutz«, auch inoffiziell »Hanfinitiative« oder »Cannabisinitiative« genannt, ist gemäß Artikel 139 Absatz 3 der Schweizer Bundesverfassung eine Volksinitiative, die am 30. November 2008 zur Abstimmung kommen wird. Sie wurde vom Initiativkomitee »Pro Jugendschutz – gegen Drogenkriminalität« lanciert und verlangt die Liberalisierung der Hanfpolitik, unter anderem die Legalisierung des Besitzes und des Erwerbs von psychotropen Substanzen der Hanfpflanze sowie des Anbaus der Hanfpflanze. Diese Initiative wurde am 15. Dezember 2006 mit 105.994 gültigen Unterschriften beim Bund eingereicht.

Ende November kommt jedoch nicht nur die Hanfinitiative sondern auch das Referendum gegen das revidierte Betäubungsmittelgesetz zur Abstimmung. Der Souverän kann sich somit separat zur Cannabis-Entkriminalisierung und zur gesetzlichen Verankerung des drogenpolitischen Viersäulenkonzepts (inklusive medizinischer Heroinabgabe) äußern. Die helvetische Drogenpolitik kommt Ende November auf den Volks-Prüfstand.

Im März dieses Jahres rief die Suchtstoffkommission der Vereinten Nationen (Commission on Narcotic Drugs, CND) in Wien das Jahr der Besinnung zur Evaluierung der weltweiten Maßnahmen zur Kontrolle und Bekämpfung des Drogenanbaus, der Drogenherstellung, des Drogenhandels und der Drogennachfrage aus. Das Schweizer Volk kommt der Verpflichtung nach, dem Appell des CND zur Evaluierung der Drogenpolitik zu folgen und ist dabei gleichsam ermahnt, sich im Sinne der Erklärung der Menschen- und Bürgerrechte (Déclaration des Droits de l’Homme et du Citoyen) zu besinnen. Das Leitmotiv der Menschenrechte entspricht einem Höchstmaß an individueller Freiheit: »Die Freiheit besteht darin, alles tun zu dürfen, was einem anderen nicht schadet: Die Ausübung der natürlichen Rechte eines jeden Menschen hat also nur die Grenzen, die den anderen Mitgliedern der Gesellschaft den Genuß eben dieser Rechte sichern.«
