Workshop on the opportunities and capacities of drug user associations to actively participate in the design of policies that directly concern them.
This workshop focussed on two levels of policy making: the regional (Basque Country) and the European. The regional experience will be related to the drafting of a new regional action plan on drugs that is currently in process in the Basque Country.
The European experience dealt with the evaluation of the former EU Action Plan (2005-2008) and the planning of the new Action Plan (2009-2012).

On the workshop, participants agreed to formulate the basis for a new Action Plan on Drugs for the European Union. This document was sent to the EU Member States and the European Parliament on 15 December 2008.
The workshop produced various conclusions and recommendations which, together with the other research material, will be summarised in a report to the Basque Government and the European Commission early 2009
