BOLIVIA TIENE APOYO INTERNACIONAL PARA MANTENER “ACULLIKU”

El canciller David Choquehuanca dijo ayer que los países de las Naciones Unidas (ONU) entienden la postura boliviana sobre el akulliku e indicó que Bolivia consultó, incluso, con los 17 países que objetaron la propuesta de enmienda a la Convención de Estupefacientes de 1961, su decisión de denunciar ese acuerdo.

Agregó que el país tiene apoyo internacional para corregir lo que considera una injusticia: el masticado de coca.

“Los países han entendido y nosotros hemos preparado esta denuncia, después de haber dado el primer paso de corregir con una enmienda (que no fue aceptada) (…) Ellos han dicho que es una forma creativa que puede resolver este problema”, dijo.

Choquehuanca señaló que la determinación de la denuncia fue también consultada con los países que objetan la demanda boliviana (incluido EEUU) y que el Consejo Económico y Social de la ONU (Ecosoc, por su sigla en inglés), a través de su vicepresidente, “ha consultado no solamente con los 17 países, ha consultado con varios países. Ellos han dicho que Bolivia ha encontrado una forma creativa para no salir de la Convención y hacer respetar sus derechos”.

El canciller explicó que luego de intentar sin resultados la modificación de la Convención, para que la prohibición del akulliku sea retirada, a Bolivia no le quedaba más que denunciar el acuerdo porque si no lo hacía se arriesgaba a ser sancionada.

La Convención de Estupefacientes de 1961 determina que un plazo de 25 años desaparezca el masticado de coca.

“Desde 2000 Bolivia estaría incumpliendo, contraviniendo esta convención del 61, esto puede traer consecuencias y si nosotros no resolvemos este tema puede traer algunas sanciones”, agregó Choquehuanca.

Procedimiento

El canciller explicó nuevamente cómo será el procedimiento de denuncia de la Convención. Dijo que luego de que la Asamblea Legislativa apruebe la ley de cuatro artículos, que aprueba la denuncia, se deberá comunicar la determinación a la ONU para que luego, en un plazo de seis meses, se haga efectiva la medida.

Luego Bolivia se adherirá nuevamente a la convención, pero con la reserva sobre el masticado de la hoja de coca.

“Nuestro parlamento está trabajando para que se pueda hacer mediante ley esta denuncia. No solamente ha trabajado la denuncia, ha trabajado la denuncia y luego la adhesión. Nosotros en ningún momento queremos retirarnos de la Convención”, añadió.

Choquehuanca señaló que existen otras convenciones de la ONU sobre la lucha contra las drogas, de 1971, de 1988 y otras que Bolivia respeta y cumple.

“La convención del 88 dice que se deberán respetar los derechos humanos fundamentales y tendrán debidamente en cuenta los usos tradicionales”, explicó.
