Coca 2009 –
de la persecución a la propuesta


Experiencias del pasado y perspectivas del futuro de una política europea con respecto a la hoja de coca y un posible mercado para derivados tradicionales legales en Europa.

Con este título, ENCOD organizó en el Parlamento Europeo en Bruselas una media jornada de debate y reflección, el 4 de marzo de 2009

Participaron en este debate varios Miembros del Parlamento Europeo, representantes de organizaciones sociales y expertos de Europa, Norte y Sudamérica.

El evento se organizó con el intento de conseguir apoyo desde Europa para la propuesta de permitir la comercialización de derivados tradicionales de la hoja de coca producidos en el marco del desarrollo sostenible y comercio justo.

El 12 de marzo de 2008, el Parlamento Europeo aprobó un informe con la siguiente recomendación: “pide a la Comisión Europea y a los Estados miembros de la Unión Europea que exploren las distintas maneras de colaborar con las organizaciones de la sociedad civil comprometidas en la promoción de sustancias derivadas de la hoja de coca para usos estrictamente legales, garantizando al mismo tiempo el uso seguro de dichas sustancias”.

Como plataforma de organizaciones sociales, empresas e individuos representando la sociedad civil europea ENCOD está juntando esfuerzos con las organizaciones de productores de coca de Bolivia para elaborar un posible modelo para la comercialización sostenible de derivados tradicionales de la hoja de coca en Europa producidas en Bolivia bajo un estricto control social y gubernamental.
