HASJ IN MAROKKO: GOED VOOR HET LAND OF GOED VOOR DE ELITE?

21 oktober presenteren Stichting Aknarij en denktank Waterland, in samenwerking met Stichting Drugsbeleid en het Transnational Institute een avond over de cannabisproblematiek in Marokko.

Wat voor effect heeft de verbouw van cannabis en de handel in hasj op de Marokkaanse samenleving? En hoe kunnen we daar – ook vanuit Nederland – verandering in aanbrengen?

Het grootste deel van de hasj die in Nederlandse koffieshops wordt verkocht, komt uit Marokko. Doordat de Marokkaanse regering meedoet aan de oorlog tegen de drugs, trekken de productie en smokkel van dit geestverruimende middel diepe sporen van corruptie en onrecht in de Marokkaanse samenleving. Van hoog tot laag zijn vele mensen betrokken: ambtenaren, politiemannen en hoge regeringsfunctionarissen. Alle Marokkanen weten dat, maar het is een groot taboe om daarover te spreken. Klokkenluiders verdwijnen in de gevangenis.

Schrijnend is bovendien dat de boeren die de cannabis verbouwen heel weinig verdienen aan de handel en het milieu door alle geheimzinnigheid zware klappen krijgt. De laatste paar jaar wordt de teelt van cannabis op grote schaal aangepakt. In 2003 werd nog 134.000 hectare verbouwd; in 2009 was dat verminderd tot 56.000 hectare. Een kleine elite bouwt grote villa’s en rijdt in dure auto’s van drugsgeld, gefinancierd over de ruggen van de boeren. Ook in Marokko gaan in progressieve kring daarom stemmen op om de drugs dan maar te legaliseren. Maar dat ligt allemaal nog heel gevoelig.
