2013 Gruodžio 6d. Šiandien ENCOD (Koalicija už teisingą ir efektyvią narkotikų politiką Europoje) pristatė Saugesnės ir sveikesnės narkotikų politikos Europoje Manifestą specialioje sesijoje Europos Parlamente. Šis dešimties punktų dokumentas parengtas pagal 2004 metų Europos Parlamento rekomendacijas Europos Vadovų Tarybai. Nė viena iš rekomenduojamų priemonių iki šiol nebuvo įgyvendinta.
