Pedimos à ONU que estabeleça o direito de cada cidadão adulto do mundo poder cultivar e possuir plantas naturais para uso pessoal e fins não comerciais, usando a técnica e equipamento disponíveis para o efeito.

Ao longo de milhares de ano, pessoas de todo o mundo cultivaram cannabis, folhas de coca, papoilas de ópio e outras plantas para fins medicinais, para o corpo e a mente, ou para outras utilizações. Hoje em dia, pelo menos 35 milhões de pessoas na União Europeia e mais de 200 milhões no mundo inteiro continuam a usar algumas destas plantas.

Desde 1961, no entanto, por imposição de uma convenção da ONU aplicável a quase todos os países do mundo, estas plantas estão proibidas. Pessoas foram mortas, torturadas, aprisionadas, estigmatizadas e arruinadas por as cultivarem, venderem ou consumirem.

O consumo de drogas pode provocar problemas, especialmente entre os jovens. Mas o facto de as drogas estarem proibidas tem consequências desastrosas. Força os seus utilizadores a assumirem estilos de vida que se tornam nocivos a eles próprios e aos outros, e cria problemas de saúde que poderiam facilmente ser evitados. A proibição das drogas dá o total controle do seu mercado ao crime organizado. Embora quantias avultadas de dinheiros públicos estejam a ser gastas numa guerra às drogas, toda a evidência nos prova que este esforço é ineficaz e contra-produtivo.

A ENCOD é uma plataforma Europeia de cidadãos que desejam uma forma eficaz e inteligente de tratar o problema das drogas. Acreditamos que só a regulamentação legal do mercado das drogas irá reduzir esses problemas. Uma tal regulamentação melhoraria os padrões de vida de milhões de pessoas, ao mesmo tempo que diminuiria significativamente uma das maiores fontes de rendimento criminoso a nível mundial.

Um dos nossos objectivos é alterar a Convenção de 1961 sobre as drogas. Pedimos à ONU que estabeleça o direito de cada cidadão adulto do mundo poder cultivar e possuir plantas naturais para uso pessoal e fins não comerciais, usando a técnica e equipamento disponíveis para o efeito. Ao mesmo tempo, aos países deveria ser permitido experimentar políticas não baseadas num regime proibicionista.
