EGIPTO Y MACEDONIA TAMBIÉN RETIRAN OBJECIÓN A PROPUESTA BOLIVIANA SOBRE LA HOJA DE COCA

La Paz, 15 ene (EFE).- El presidente boliviano, Evo Morales, informó hoy
que, además de Colombia, Macedonia y Egipto retiraron de Naciones Unidas
sus objeciones al pedido boliviano de despenalizar el “uso tradicional” o
masticado de las hojas de coca.
El mandatario aclaró así que estos tres países hicieron conocer esta
posición a Bolivia, y no Somalia, como había informado de forma equivocada
el viernes a la prensa internacional.

Morales explicó hoy en una rueda de prensa que Egipto, Macedonia y
Colombia, los únicos tres países que de momento impugnaron la propuesta
boliviana, decidieron retirar de la ONU sus objeciones.

Agradeció al mandatario de Colombia, Juan Manuel Santos, y a los Gobiernos
de Macedonia y Egipto “por este reconocimiento sobre el masticado de la
hoja de coca”.

La Convención de la Organización de las Naciones Unidas (ONU) de 1961
incluyó a la coca en una lista de estupefacientes e instó a eliminar su
masticado en 25 años.

El Gobierno de Morales presentó en 2009 una enmienda a esa convención para
despenalizar esa práctica, llamada “pijcheo” y “acullicu” en lenguas
indígenas.

El mandatario remarcó hoy que la propuesta de su país se refiere
“exclusivamente” a despenalizar el masticado de la hoja de coca y no a
retirar la planta de la lista de estupefacientes, por lo que, dijo, la
enmienda “no provocará ningún cambio en la legislación interna de ningún
Estado parte de la convención de 1961”.

Insistió en que la masticación de coca “no causa ningún daño a la salud
humana”, ni crea “dependencia ni adicción”.

Si el próximo lunes 31 no hay ninguna objeción a la enmienda, la
penalización al “acullicu” será retirada de la Convención.

Morales anticipó que continuará la defensa de esa costumbre indígena en
caso de que se presenten objeciones y la ONU tenga que convocar a una
conferencia para abordar el pedido boliviano.

El canciller boliviano, David Choquehuanca, visitará la próxima semana
España, Francia, Bélgica, el Reino Unido y Suecia para buscar apoyo a la
despenalización del masticado de la coca.

La planta ha sido reconocida como “patrimonio cultural” del Estado
boliviano y “factor de cohesión social”, en un artículo de la Constitución
vigente desde 2009.
