BOLIVIA PIDE DESPENALIZAR LA HOJA DE COCA

El presidente de Bolivia, Evo Morales, abogará en Naciones Unidas por la despenalización de la hoja de coca, incluida en la lista de productos prohibidos de la Convención de Estupefacientes de 1961, informó hoy una autoridad de gobierno.

“La hoja de coca es verde, la cocaína es blanca, son dos cosas distintas y el Presidente ya lo ha señalado ante la comunidad internacional”, dijo hoy a los periodistas el viceministro de la Coca, Dionisio Nuñez.

Morales viajó hoy a Nueva York, donde participará del 67 periodo ordinario de sesiones de la ONU, un foro anual al que el Jefe de Estado de Bolivia no ha faltado desde 2006, cuando asumió por primera vez la presidencia del país.

Bolivia se alejó de la Convención de 1961 a fines de 2011, pero al poco tiempo pidió su readmisión pero con la “reserva” sobre las prácticas tradicionales, medicinales y rituales que se realizan con las hojas de coca, entre ellas el masticado. Los 163 países que son parte del mecanismo internacional responderán a principios de 2013 sobre la readmisión de Bolivia con esta “reserva”.

“Estamos optimistas, hemos recibido el respaldo de varios países, donde se producen otros productos prohibidos por esta Convención, como la amapola, el opio y el cannabis, que en estado natural no son droga”, dijo Dionisio Nuñez.

La Unión Europea financió un estudio para establecer la cantidad de hojas de coca que se emplean en Bolivia en usos tradicionales. “El estudio está terminado, pero faltan otros estudios complementarios”, dijo el Viceministro de la coca. Según la autoridad, los resultados de estas indagaciones no serán publicados porque “se trata de un tema sensible”. Aseguró que se debe establecer primero los niveles de consumo de hojas de coca entre los choferes, los estudiantes y mineros.

La ley antidroga de Bolivia no penaliza el consumo tradicional de las hojas de coca, cuyo cultivo es controlado para evitar que el producto sea desviado para la fabricación de cocaína. Se permiten legamente hasta 12.000 hectáreas del arbusto, pero en Bolivia existen 27.200 hectáreas, un 12 por ciento menos que en 2011, según un reporte de Naciones Unidas.
