Expertos internacionales analizarán los beneficios del comercio de drogas bajo control estatal


El Foro Social del Rototom Sunsplash 2012, el festival de reggae que se celebra en Benicàssim a finales de agosto, analizará con un grupo de expertos internacionales el impacto que tendría un mercado legal de cannabis para contribuir a paliar la crisis. Según han informado fuentes de la organización en un comunicado, el Rototom vuelve a apostar en su decimonovena edición por un “cambio de paradigma en la política sobre drogas” .

Bajo el lema Una regulación legal del cannabis, ¿Una solución a (más de una) crisis global?, participarán en el debate Amanda Feilding de la Fundación Beckley (entidad británica sin ánimo de lucro que desde 1998 promueve los estudios sobre los beneficios y riesgos de las drogas); Joep Oomen, coordinador de la Coalición Europea por las Políticas de Drogas Justas y Eficaces (ENCOD); o la responsable de comunicación de la Comisión Mundial sobre Políticas de Drogas, Rebeca Lerer.

La Comisión Mundial, entidad de la que son miembros Mario Vargas Llosa, Kofi Annan, Fernando Henrique Cardoso, Javier Solana o Richard Branson, presentó el pasado 26 de junio en Londres un informe que pone en evidencia el fracaso de la guerra contra las drogas y la relaciona con la pandemia del VIH entre consumidores y sus parejas sexuales.

En el Rototom, los expertos abordarán la regulación del cannabis como una de las vías para contribuir a resolver la crisis económica, a través de un mercado legal que, a largo plazo, implicaría puestos de trabajo, mayor recaudación de impuestos y recortes de gasto en materia de seguridad y justicia para los Estados.

Otro de los objetivos de la propuesta es aplicar una política honesta sobre las drogas como muestra de madurez democrática, para comenzar la restauración de una relación de confianza entre las autoridades y los ciudadanos. Se pretende también, según los organizadores, avanzar hacia el final de la guerra contra las drogas, que nunca ha frenado el aumento del consumo y de las mafias asociadas, como aportación para solucionar la crisis del sistema de relaciones internacionales.

El debate también contará con la presencia del alcalde de Rasquera, Bernat Pellisa, localidad tarraconense que el pasado abril celebró un referéndum sobre la propuesta de crear una plantación de marihuana en terrenos municipales como parte de un plan anticrisis.

El 56 % de los vecinos votaron a favor y el Ayuntamiento sigue defendiendo la plena viabilidad jurídica y económica del proyecto -ahora en los tribunales- estimando que crearía 40 puestos de trabajo y supondría hasta 1,3 millones de euros para las arcas municipales en dos años.
