UN PUEBLO DE TARRAGONA ESTUDIA PLANTAR CANNABIS PARA COMBATIR LA CRISIS

El Ayuntamiento de Rasquera considera que supone una oportunidad de crear puestos de trabajo y una previsión de ingresos de más de 550.000 euros anuales.

La crisis económica ha llevado al Ayuntamiento de Rasquera (Tarragona) a estudiar la instalación de una plantación de cannabis en el municipio, al considerar que supone una oportunidad de crear puestos de trabajo y una previsión de ingresos de más de 550.000 euros anuales para paliar la deuda municipal.

El proyecto surgió hace siete meses de la Asociación Barcelonesa Cannábica de Autoconsumo (ABCDA), una entidad con fines lúdico-terapéuticos, que cuenta con unos 5.000 socios, y que pretende alquilar tierras en este pueblo agrícola, marcado por la crisis, según fuentes municipales.

La ABCDA pagará 36.000 euros por la firma de un convenio con el consistorio y se comprometerá a abonar 550.000 euros anuales a partir de julio por el alquiler de los terrenos y para sufragar los gastos legales, jurídicos y de seguridad que comportará el proyecto, que no supondrá ningún coste para el consistorio, según estas fuentes.

Este mediodía se ha celebrado una reunión en Rasquera en la que han participado el alcalde del municipio, de ERC, el jefe de la oposición, el delegado del Govern en las Tierras del Ebro y un abogado de la ABCDA para aclarar cualquier duda que pueda existir.

El alcalde de Rasquera, Bernat Pellisa, ha dicho a Efe que estudian la propuesta, que representa “un modelo y una oportunidad, no una frivolidad”.

“Estamos viendo si podemos encajar la propuesta, pero no representa una apología del consumo, ni dar carta blanca al mismo”, ha recalcado Pellisa, que no piensa cometer “ninguna ilegalidad”, y considera que tiene sobre la mesa una oportunidad para revitalizar la economía de Rasquera y disminuir la deuda municipal, de 1,3 millones.

Mañana se celebrará un pleno que deberá decidir si aprueba, primero, el Plan de Acción Municipal 2012, de dinamización económica y social, y luego deberá crear dos empresas públicas locales.

Estas empresas, que harán de mediadoras entre los propietarios de las tierras y la ABCDA, cederán los terrenos a la asociación para su uso particular y, además, darán seguridad medioambiental y jurídica al proyecto, con la creación de una Mesa de Seguridad con Bomberos y el Departamento de Interior, ya que Rasquera no tiene Policía Local.

Así, el ayuntamiento no entrará a discutir lo que se planta en ellos, ni cobrará por esos cultivos, han indicado a Efe fuentes de los despachos de abogados DMT Advocats y Millor Dret Advocats, que han elaborado un estudio jurídico sobre el proyecto.
