LA BOLIVIE FERA DES DÉMARCHES EN EUROPE POUR LÉGALISER LA FEUILLE DE COCA

Le président Morales a annoncé un voyage officiel en Europe de son Ministre des Affaires Etrangères durant lequel il cherchera un soutien à sa démarche auprès des Nations Unies pour l’abolition du veto contre la mastication de la feuille de coca, une pratique ancestrale pour les indigènes de Bolivie et d’autres pays andins.

“Nous ferons cette campagne avec beaucoup d’humilité. J’essaierai de communiquer avec des présidents qui pourraient faire objection, mais je demande publiquement un amendement à cette clause”, a-t-il dit sans préciser de quels chefs d’état il s’agissait.

Morales a présenté fin 2008 un amendement à l’article 49 de la Convention des Stupéfiants de 1961 qui pénalise la coca pour être la matière première de la cocaïne. Le délai alloué pour traiter cette proposition se termine le 31 janvier.

Un an auparavant, le Bureau International de Contrôle des Stupéfiants des Nations Unies recommandait “d’abolir les usages de la feuille de coca qui soient contraires à la Convention de 1961, y compris sa mastication”.

Morales a fait de nombreuses démarches auprès de ses homologues sud-américains pour obtenir des soutiens. Les membres de l’ONU devront se prononcer et, s’il y a opposition, cela fera l’objet d’une conférence internationale, a expliqué David Choquehuanca. ” L’ONU a une bonne occasion de corriger cette erreur “, a-t-il précisé.

Morales dit qu’il n’y a aucune raison de maintenir la prohibition quand dans quelques états des Etats-Unis la possession de quelques grammes de cocaïne pour usage personnel est tolérée.

Dans son milieu d’origine, on attribue à la coca des propriétés thérapeutiques et alimentaires. Depuis les Incas, les autochtones boliviens mâchent la feuille de coca séchée pour combattre la fatigue, la faim et les effets de l’altitude.

Dans son plaidoyer la Bolivie reprend la Déclaration de l’ONU sur les Droits des Peuples Indigènes approuvée en 2007, qui reconnaît la pratique des us et coutumes des autochtones.

De même que les indigènes Muiscas en Colombie lui reconnaissent des vertus curatives pour le cancer ou les problèmes cardiaques et nerveux.

La Bolivie est le troisième producteur mondial de coca après la Colombie et le Pérou.
