Des maires néerlandais réclament un projet pilote de culture de cannabis

Trente maires néerlandais, réunis vendredi à Almere (nord-est
d’Amsterdam), ont appelé le gouvernement à autoriser des projets
pilotes de culture de cannabis pour mettre fin à la criminalité
organisée qui se cache derrière l’approvisionnement de leurs coffee
shops. “Il est nécessaire de passer à la régulation et au contrôle de
la production et de la vente” de cannabis, affirment ces maires dans
un communiqué.

Leurs exigences seront adressées aux ministres de la
Justice, de la Santé et de l’Intérieur. “Il faut commencer en
organisant et surveillant un projet pilote”, indique le communiqué
publié par l’Association des communes néerlandaises (VNG) qui
organisait la rencontre. L’association espère exposer ses demandes
“avant Noël” aux ministres concernés.

Selon une étude, une majorité
de maires néerlandais des 106 communes où sont installés des coffee
shops sont favorables à une légalisation de la chaîne de production
et de vente du cannabis. Les Pays-Bas ont décriminalisé en 1976 la
consommation et la possession de moins de cinq grammes de cannabis,
dont la vente est autorisée dans des coffee shops détenteurs d’une
licence. La culture et la vente en gros, qui servent à approvisionner
les 700 coffee shops du pays, sont en revanche interdits. Le maire
d’Eindhoven (sud) Rob van Gijzel a annoncé vendredi à Almere qu’il
mettrait en place un site de production de cannabis dans sa commune.
Sa récolte servira à fournir les coffee shops auxquels il a octroyé
une licence.

La réunion d’Almere, surnommée “sommet de l’herbe” par
les médias néerlandais, a été organisée à l’initiative du maire de
Maastricht Gerard Leers, qui veut déplacer les sept coffee shops de
son centre-ville vers la frontière pour mettre fin aux nuisances que
provoquent les touristes de la drogue belges et français. Deux
municipalités proches de la frontière belge, Roosendaal et Bergen-op-
Zoom, ont annoncé la prochaine fermeture de leurs huit coffee shops,
pour les mêmes raisons.
