UN GRAND JOURNAL MAROCAIN EN FAVEUR DE LA LÉGALISATION

Le quotidien marocain « Assabah » a publié dans son numéro week-end, Samedi-Dimanche 20-21 Décembre 2008, N° 2704, un dossier en quatre pages, sur la légalisation du cannabis au Maroc sous le titre « la culture du cannabis.. le rêve légal ».


Le dossier est basé sur l’appel pour la légalisation du cannabis, déjà publié en 25 avril 2007 par un groupe d’universitaires et de défenseurs des droits humains marocains.

Il contient une interview du Professeur Mohammed Hmamouchi, Directeur de l’Institut National des Plantes Médicinales et Aromatiques, qui cite quelques utilisations positives de cannabis et insiste sur l’obligation d’entamer des recherches scientifiques au Maroc sur les divers usages légaux au Maroc, mais aussi la nécessité de créer un arsenal de lois.

Le journal interviewe aussi Chakib Al Khayari, membre du groupe de l’Appel pour la légalisation du cannabis, un appel qui dénonçait la politique d’éradication des champs de cannabis, ruinant toutes les stratégies nationales et internationales de lutte contre la pauvreté, et qui n’a jamais aboutie aux objectifs escomptés. Il évoque aussi le rôle important de la coopération internationale pour instaurer une économie alternative dans les régions historiques de culture du cannabis, sans politique d’éradication, mais pour la lutte contre le trafic illicite.

L’un des articles principaux du dossier est intitulé « Appel pour légaliser l’élimination définitive des mafias de pillages du Rif », en référence à l’appel pour la légalisation du cannabis au Maroc.
Cependant, l’auteur de l’article qui défend bien l’idée de la légalisation, conclue qu’il pourrait résulter en cas d’approbation de ce projet, à l’élimination du trafic illicite des drogues. Ce qui veut dire aussi, qu’il y aura beaucoup de problèmes pour réaliser ce rêve de la légalisation de la culture et de l’exploitation du cannabis.
