LA GUERRA ALLE DROGHE E’ FALLITA. E’ ORA DI UTILIZZARE UN ALTRO APPROCCIO

NOI FIRMATARI richiedono ai membri del pubblico e del Parlamento di riconoscere che :

Cinquanta anni dopo il lancio della Single Convention on Narcotic Drugs delle Nazioni Unite del 1961,la guerra globale alle droghe è fallita, ed ha avuto molte conseguenze involontarie e devastanti a livello mondiale.

L’uso delle maggiori droghe controllate è cresciuto, e la offerta è più economica, pura e maggiormente disponibile di quanto non sia mai stato. Le Nazioni Unite stimano in maniera conservatrice che ci siano ora 250 milioni di consumatori di droghe a livello mondiale.

Le droghe illecite sono ora la terza industria di valore del mondo dopo cibo ed olio, stimata esser parti a $450 mila miliardi l’anno, tutto sotto il controllo di criminali.

Combattere la guerra alle droghe costa ai contribuenti del mondo incalcolabili migliaia di miliardi ogni anno. Uno stimato 10 miolioni di persone sono in prigione a livello mondiale per reati collegati alle deroghe, per la maggior parte “piccoli pesci”- consumatori per uso personale e piccoli spacciatori..

La corruzione tra i tutori della legge e i politici, in particolare nei paesi produttori e di transito, si è diffusa come mai prima, minacciando la democrazia e la società civile.

La stabilità,la sicurezza e lo sviluppo sono minacciati dal fallout dovuto alla guerra alle droghe, come lo sono i diritti umani. Migliaia di persone muoiono nella guerra alle droghe ogni anno.

Il mondo libero dalle droghe così confidenzialmente predetto dai sostenitori della guerra alle droghe è inoltre più lontano che mai da esser raggiunto.Le politiche proibizioniste creano più danni di quanto esse prevengano. Noi dobbiamo considerare seriamente di spostare le risorse dalla criminalizzazione di milioni di persone che altrimenti rispettano la legge, e di muoversi verso un approccio basato sulla salute, riduzione del danno, rapporto costi benefici e rispetto per i diritti umani. L’evidenza dimostra in maniera consistente come questi approcci basati sulla salute diano migliori risultati della criminalizzazione.

Migliorare le politiche delle droghe costituisce uno delle sfide politiche chiave del nostro tempo.

E’ tempo che i leader mondiali rivisitano in maniera fondamentale le loro stragie di risposta al fenomeno delle droghe. Questo è quello che ha coraggiosamente fatto la Global Commission on Drug Policy, guidata da quattro ex Presidenti, da Kofi Annan e da altri leader mondiali con il suo rapporto ground-breaking , presentato per la prima volta a New York a giugno,e ora alla Camera dei Lord il 17 novembre.

Alla base delle attuali politiche risiede la UN Single Convention on Narcotic Drugs del 1961.E’ tempo di riesaminare questo trattato. Un documento intitolato “Riscrivere le Convenzioni sulle Droghe delle Nazioni Unite” é stata recentem ente commissionata per mostrare come gli emendamenti alle convenzioni potrebbero esser fatti in modo tale da permettere a singoli paesi la libertà di espolare delle politiche sulle droghe che potrebbero meglio adattarsi ai loro bisogni domestici,piuttosto che cercare di imporre la soluzione corrente “una cosa che va bene per tutti”.

Dal momento che non possiamo sradicare la producione, la domanda o l’uso di droghe, noi dobbiamo trovare nuovi modi di minimizzare i danni. Noi dovremmo dare supporto ai nostri governi affinche essi esplorino nuove politiche basate sulla evidenza scientifica
