Bolivia lanzará campaña mundial por los indígenas

LA PAZ (AP) – Bolivia impulsará una campaña internacional para lograr
que los países desarrollados reconozcan un “resarcimiento” a las
culturas originarias tras la aprobación en la ONU de la Declaración de
los Derechos de los Pueblos Indígenas, informó el canciller David
Choquehuanca.

El gobierno del presidente Evo Morales también utilizará esa declaración
no vinculante “que reconoce el derecho de los indígenas a practicar sus
costumbres” para reclamar el retiro de la hoja de coca de una convención
internacional aprobada en la Organización de las Naciones Unidas, ONU,
en 1961, que penaliza ese cultivo del que Bolivia es tercer productor
mundial.

Durante una entrevista el domingo con la emisora estatal Patria Nueva,
Choquehuanca confirmó un encuentro internacional de pueblos indígenas en
Bolivia el 11 y 12 de octubre para celebrar la declaración y asumir
decisiones conjuntas.

“La declaración habla de resarcimiento, esto debemos trabajar y discutir
entre todos los pueblos indígenas”, dijo. A la cita serán invitados
líderes de pueblos originarios de varias partes del mundo.

Choquehuanca explicó que las naciones ricas deberían resarcir a Bolivia
por los siglos de explotación del Cerro Rico de Potosí (1545) cuya
ingente producción de plata alimentó “la revolución industrial” con el
saldo de “millones de esclavos indígenas muertos”.

Tras dos décadas de debate, la Asamblea General de ONU adoptó el jueves
una declaración que reconoce los derechos de los pueblos indígenas del
mundo, a pesar de las objeciones de Estados Unidos, Canadá, Australia y
Nueva Zelandia, que la califican como incompatible con sus leyes vigentes.

La declaración reafirma la igualad de más de 370 millones de originarios
y su derecho a mantener sus propias instituciones, culturas y
tradiciones espirituales. Asimismo, establece mecanismos para combatir
la discriminación y marginalización, además de eliminar las violaciones
a sus derechos humanos.

Choquehuanca anticipó que el gobierno boliviano se valdrá de esa
declaración para gestionar que la comunidad internacional reconozca “las
cualidades alimenticias y medicinales de la coca” y acepte retirarla de
la lista de sustancias prohibidas.

La coca es materia prima de la cocaína pero en su estado natural es un
producto de amplio consumo en Bolivia en usos medicinales, alimenticios
y rituales.
