TSCHECHISCHER EU-PRÄSIDENT FÜR EINE RATIONALE DROGENPOLITIK

Am 15. Januar 2009 hat die Tschechische Präsidentschaft der Europäischen Union ein Treffen in Prag mit den EU Innenministern abgehalten. Bei diesem Treffen haben sie die Prioritäten in der Drogenkontrolldebatte für die nächsten sechs Monate diskutiert.

Das Resultat ist ein dreiseitiges Dokument mit dem Namen “Eine rationale Drogenpolitik”

“In der finalen Phase der Französischen EU-Präsidentschaft hat der EU Rat einen neuen Europäischen Drogenaktionsplan für 2009-2012 angenommen, die auf dem existierenden Framework der EU Drogenstrategie basiert. Der Ansatz soll auf der Balance zwischen Angebot- und Nachfragereduzierung aber auch basieren auf den Lehren der Vergangenheit. Der Aktionsplan enthält eine Serie von weitreichenden Massnahmen um die europäische Kooperation in Sachen Nutzung illegaler Drogen zu stärken. Die fünf Hauptprioritäten von diesem Plan zielt auf die Nachfrage- und Angebotsreduzierung von Drogen, die europäischen Bürger zu einem aktiven Mitmachen zu mobilisieren, die internationale Zusammenarbeit zu fördern und das Problem zu verstehen.

Die tschechische Präsidentschaft möchte seinen Fokus auf einen effektiven Start in die Einführungsphase legen. Mit dem Rahmen des Aktionsplan wird die tschechische Präidentschaft folgende Punkte besonders ansprechen:

 Unterstützung für die Entwicklung von Indikatoren für die Effektivität von Interventionen in dem Feld der Drogenangebotsreduzierung

 Das Drogenproblem im Licht der freien Beweglichkeit der Menschen und Güter innerhalb der EU.

In the final phase of the French Presidency, EU Council adopted a new EU Drugs Action
Plan for 2009-2012, which builds on the existing framework of the EU Drugs Strategy
based on a balanced approach to reduce both supply and demand for drugs but also on
the lessons learned over the past four years. The Action Plan proposes a series of wideranging
measures to strengthen European cooperation in tackling issues linked to use of
illegal drugs. The five main priorities of this Plan aim to reduce the supply and demand of
drugs, mobilising European citizens to play an active part, improving international
cooperation and understanding of the problem. The Czech Presidency intends to focus on
the effective start of the implementation phase.

Within the frame of the new Action Plan, the Czech Presidency will place emphasis on the
following issues:

 Support of the development and introduction of indicators of the effectiveness of
interventions in the field of the drug supply reduction.

 The drug problem in the light of the free movement of people and goods within
the EU.
