Der rot-grüne Gemeinderat beschloss die Duldung von Cannabis-Produkten “zu Versuchszwecken”

Die Schweiz prescht wieder einmal vor, was neue Ansätze in Sachen Drogenpolitik betrifft. Die Stadt Zürich, so ein Gemeinderatsbeschluss, könnte schon bald als weltweit erste Gemeinde Cannabis-Produkte wie Marihuana offiziell im Rathaus verkaufen.

Anbauen sollen die weiche Droge, so der Vorschlag der Grünen, Biobauern in der Stadt selbst. In fünf Stärkegraden soll es das Rauschmittel künftig geben, “damit man weiß, was man hat”, wie die Süddeutsche Zeitung Grünpolitiker Matthias Probst zitiert.

Der Stadtrat, der den Antrag am Mittwoch kraft der rot-grünen Mehrheit angenommen hat, hat sich auch schon eine Strategie überlegt, wie er die Abgabe von Rauschmitteln an Erwachsene in trockene Tücher bringen kann: ein wissenschaftlicher Pilotversuch, wo Käufer am Rathaus ihre Personalien und ihr Kaufverhalten dokumentieren.

Duldung zu “Versuchszwecken”

Besitz und Konsum der Droge würden im Stadtgebiet Zürichs dann zu “Versuchszwecken” geduldet. So wollen die Grünen dem Schwarzmarkt und der Kriminalität ihre Einkünfte aus dem Cannabis-Handel entziehen.

“Das Verbot von Cannabis hat versagt”, glaubt Probst. Die bürgerliche Opposition lässt kein gutes Haar an dem Beschluss. Sie spricht von einer “Legalisierung durch die Hintertür”.

Zürich hat freilich auch schon in Bezug auf harte Drogen wie Heroin eine Vorreiterrolle inne. Anfang der Neunzigerjahre eröffnete die Stadt, die damals große Probleme mit offenem Drogenhandel hatte, eigene Fixerstuben für Heroinsüchtige. Mit Erfolg, das Programm läuft bis heute.
