Los ecologistas franceses relanzan el debate para legalizar el cannabis

Los ecologistas franceses, socios del Gobierno de
François Hollande, han decidido relanzar el debate sobre la legalización
del cannabis con un proyecto de ley que aunque no tiene posibilidades de
salir adelante pretende poner en evidencia la falta de resultados de la
actual política de represión.

París, 31 ene (EFE).- Los ecologistas franceses, socios del Gobierno de
François Hollande, han decidido relanzar el debate sobre la legalización
del cannabis con un proyecto de ley que aunque no tiene posibilidades de
salir adelante pretende poner en evidencia la falta de resultados de la
actual política de represión.

El proyecto de ley para “autorizar el uso controlado del cannabis”, que
debería ser examinado próximamente en el Senado, es una iniciativa
firmada por once de los doce miembros del grupo ecologista en la cámara
alta y cuya ponente, Esther Benbassa, admite que su intención es
“suscitar debate”, en declaraciones publicadas hoy por “Le Figaro”.

El texto se presenta como un marco para que luego el Consejo de Estado
determine por decreto las características de las plantas y de los
productos derivados autorizados, así como las cantidades que podrían
tener los vendedores y los consumidores.

Además, el Ministerio de Sanidad se encargaría de determinar la
concentración máxima del principio activo de la droga, el THC, así como
las indicaciones que acompañarían los productos elaborados con hojas de
marihuana.

Según la propuesta de Benbassa, la venta seguiría estando prohibida para
los menores, y la legalización debería ir acompañada de un dispositivo
preventivo sobre los efectos dañinos de la drogadicción.

La senadora ha calculado que autorizar el cannabis generaría 35.000
empleos y permitiría al Estado ahorrar 1.000 millones de euros por los
costos de la represión y la judicialización del consumo y el tráfico de
este estupefaciente.

“La represión, muy importante en nuestro país, no ha dado resultados.
Los vendedores trafican a la vista de todo el mundo y nunca ha habido
tantos consumidores”, comentó, antes de recordar que cuando trabajaba de
enseñante en colegios y liceos pudo darse cuenta de los efectos dañinos
sobre los jóvenes.

En vísperas de las elecciones municipales de marzo en Francia, Benbassa
reconoció que no se hace ilusiones sobre el futuro de su texto, pero a
pesar de todo lo justificó porque quiere que “la cuestión del cannabis
deje ser tabú en nuestro país”.

El ministro de Interior, Manuel Valls, ha repetido en múltiples
ocasiones que se opone a cualquier liberalización del consumo de
cannabis, porque a su juicio sería una señal equivocada, en particular
en dirección de los jóvenes.
