GOBIERNO BOLIVIANO LEGALIZA 7.000 HECTAREAS DE COCA

De las 60 mil hectáreas de coca que existían en el Chapare en la década de
los 80 y que generó políticas de erradicación forzosa, además de
enfrentamientos que dejaron decenas de muertos y heridos, el Gobierno
determinó legalizar 7 mil hectáreas a partir de fin de año.

Esta información fue proporcionada por el viceministro de Defensa Social,
Felipe Cáceres, quien explicó que hasta la primera quincena de diciembre
se “cerrará el polígono del área de racionalización de los cultivos de
coca en las Seis Federaciones del Trópico de Cochabamba”, definiendo así
el cato de coca por afiliado (40 metros cuadrados de cultivo y producción
legal).

“Bien o mal sólo existirán 7 mil hectáreas, la comunidad internacional y
la Comunidad Europea reconocen el esfuerzo y se garantizó un apoyo de 10
millones al momento, la Ley 1008, Régimen de la Coca y Sustancias
Controladas sólo reconoce 12 mil hectáreas destinadas a los usos
tradicionales y medicinales.

De acuerdo con el viceministro, el control social estará a cargo de los
productores de coca, quienes tendrán la responsabilidad de evitar el
incremento de los cultivos excedentes, “pues de lo contrario esa
producción entrará en la tipificación de ilegal y su racionalización
(erradicación forzosa) será de hecho”.

La autoridad precisó que el control social respeta el cato de coca y que
aquellos afiliados y productores que desacaten esa disposición serán
sancionados con la erradicación y en caso de reincidencia sus chacos serán
revertidos a sus municipios para reserva forestal.

Cáceres, tras considerar que la coca excedente es consumida por el
narcotráfico, dijo que la nueva política antidroga que puso en vigencia el
Gobierno, declara una guerra sin cuartel a la producción y tráfico de
cocaína y no busca imponer la lógica de “coca cero”, sin escuchar a las
organizaciones sociales.

Cáceres dijo, sin embargo, que el control social es insuficiente y que en
muchos sectores el país se proceden a cultivar coca, como el caso de El
Choré, los mismos que son ilegales y serán parte de los proceso de
racionalización.

ESTRATEGIA

La nueva estrategia antidroga 2007, planteada por el actual gobierno,
tiene cinco pilares; la industrialización de la coca, el desarrollo
integral, la reducción concertada de cocales, la interdicción y la
prevención de droga.

El viceministro de Defensa Social, Felipe Cáceres, considera indispensable
para ejecutar estos pilares la reforma a la Ley 1008, que causó violencia
y transgresiones a los derechos humanos en el país en el pasado.

La Oficina Contra la Droga y el Delito de Naciones Unidas (Onudd, por sus
siglas en inglés) en su informe anual, señala que la extensión de tierra
en Bolivia usada para el cultivo de coca, la materia prima para la
cocaína, se incrementó en 8 por ciento, de 25.400 hectáreas en 2005 a
27.5000 en 2006.
