Veertig jaar na het officiële begin van de war on drugs geeft Amerika de strijd stilletjes op, aldus de Britse kwaliteitskrant The Independent van zondag 17 januari. De VS trekken agenten terug uit Zuid Amerika en Afghanistan en herzien hun drugsbeleid, voor het eerst met steun van ‘establishment media’ als The Wall Street Journal en The Miami Herald.

Hugh O’ Shaughnessy schrijft in het artikel ‘US waves white flag in disastrous war on on drugs’ over de historische koerswijziging:
‘Prospects in the new decade are thus opening up for a vast amount of useless government expenditure being reassigned to the treatment of addicts instead of their capture and imprisonment. And, no less important, the ever-expanding balloon of corruption that the “war” has brought to heads of government, armies and police forces wherever it has been waged may slowly start to deflate.’

Belangrijke reden voor de koerswijziging is dat de strategie van bestrijding van drugs in het buitenland en niet in eigen land waardeloos is gebleken. Al in mei 2009 kondigde Obama’s nieuwe drugstsaar Gil Kerlikowske aan dat hij de term ‘war on drugs’ niet meer zal gebruiken. Een paar weken eerder schreven de voormalige presidenten van Mexico, Brazilië en Colombia aan Obama dat de oorlog tegen drugs mislukt is en riepen op tot decriminalisering van cannabis.

O’ Shaugnessy beschrijft de erbarmelijke situatie in het grensgebied tussen Mexico en de VS, waar vorig jaar ruim 7000 doden vielen door drugsgerelateerd geweld. ‘For the lives and sanity of millions, the seeing of the light is decidedly late. The conditions of the 1920s, when the US Congress outlawed alcohol and allowed Al Capone and his kin to make massive fortunes, have been re-created up and down Latin America.’

2010 wordt het jaar van de doorbraak, verwacht O’ Shaughnessy: ‘This year should be the year that common sense vanquishes the mailed fist in an unwinnable war against an invisible enemy.’
