Confederación Cocalera del Perú denuncia violencia del estado

PRONUNCIAMIENTO Nº 02- 2015


La Confederación Nacional de Productores Agropecuarios de las Cuencas Cocaleras del Perú (CONPACCP) ante la
represión indiscriminada por parte del gobierno y ante los asesinatos de campesinos agro cocaleros en el Distrito de
Constitución, Provincia de Oxapampa, Región Pasco, comunicamos al pueblo peruano y a la comunidad internacional
lo siguiente:

PRIMERO.-Los campesinos agrococaleros de todo el Perú afiliados a la CONPACCP, apostamos en la campaña
presidencial por Ollanta Humala, por su propuesta de un nuevo empadronamiento y mayor inversión en el sector
agropecuario de esa manera contar con la presencia del Estado en el campo, y poner fin a la criminalización de la
hoja de coca. Lamentablemente, en cuatro años de su mandato, se continua con la política fracasada de someterse a
lo que dicte la Embajada Norteamericana, ya que la guerra contra las drogas es un fracaso, que solo ha traído
mayores conflictos sociales, pérdida de vidas, persecución y pobreza al campesinado PERUANO.

SEGUNDO.-Prueba de sus falsas promesas de campaña y su incumplimiento de ello, están la continuación de
acciones de erradicación forzosa, sin alternativas al eslabón mas débil de la cadena, desde el 2011 hasta la fecha, que
se persiste en la Provincia de Padre Abad -Aguaytia, en la Provincia de Leoncio Prado –Tingo María, Región Huánuco,
y se continúa ahora, la erradicación en la ciudad de Constitución.

TERCERO.- El día Martes 14 de Julio, en el Distrito de Constitución, Provincia Oxapampa, Región Pasco, la Policía
Nacional realizo acto represivos, genocidas que deja como saldo perdidas de vidas humanas en los campesinos,
asesinados por balas policiales, entre ellos una treintena de heridos y desaparecidos. Desde la dirigencia nacional de
la CONPACCP, EXPRESAMOS nuestro rechazo y repudio total al uso de las armas contra civiles desarmados, que
buscan diálogos por sus cultivos que son su fuente de trabajo y alimento para sus familias. Asimismo nos
solidarizamos con las familias de los asesinados en este nuevo cruel acto de violencia por parte del Estado.

CUARTO.-Nuevamente hacemos un llamado al gobierno para que acepte el dialogo y la salida consensuada de
encontrar propuestas viables a un problema originado por la catastrófica política económica y especialmente agraria
que perjudica al campesinado en general y al agrococalero en particular.

QUINTO.-Demandamos y exigimos que deben realizarse una investigación profunda, en forma imparcial por la
Comisión que corresponde del Congreso de la Republica, así mismo la intervención de los derechos humanos para
esclarecer los hechos suscitados en la ciudad de Constitución.

SEXTO.-La CONPACCP, demanda responsabilidad al Gobierno de Ollanta Humala, por no atender las demandas del
Movimiento Agro cocalero que viene buscando diversas formas de dialogo para encontrar formulas de poder
solucionar con propuestas serias y viables a la problemática en las cuencas cocaleras.
