WIJ, ONDERGETEKENDEN vragen burgers en parlementsleden te onderkennen dat:


Vijftig jaar na het opstellen van het Verenigde Naties (VN) Drugs Verdrag van 1961 is de wereldwijde drugsoorlog compleet mislukt en heeft vele onbedoelde negatieve effecten met zich meegebracht.

Het gebruik van verboden middelen is toegenomen, drugs zijn goedkoper, sterker en gemakkelijker te verkrijgen dan ooit tevoren. De VN komt met een voorzichtige schatting dat er nu 250 miljoen drugsgebruikers zijn.

Illegale middelen zijn nu de op twee na grootste economische sector van de wereld, na voedselproductie en de olie-industrie. De omzet van illegale drugssector bedraagt circa $450 miljard per jaar, welke geheel in handen is van criminelen.

De aanpak van de drugsoorlog kost belastingbetalers wereldwijd ongelofelijk veel geld. Naar schatting zitten elk jaar al 10 miljoen mensen in de gevangenis voor drugsgerelateerde misdrijven; vaak slechts de “kleine boeven”, veelal kleine gebruikers en straatdealers.

Er is een enorme toename van corruptie onder ambtenaren, politie en politici, met name in de drugsproducerende en doorvoerlanden. Deze explosie van belangenverstrengeling zet enorme druk op democratieën en de maatschappij.

Stabiliteit, veiligheid en ontwikkeling worden bedreigd door het falen van de drugsoorlog en haar onbedoelde consequenties. Mensenrechten staan op het spel. Tienduizenden sterven elk jaar in deze drugsoorlog.

De zogenaamde drugsvrije wereld die de aanhangers van de oorlog tegen drugs voor ogen hadden, lijkt verder weg dan ooit tevoren, en is realistisch genomen onbereikbaar. Het verbieden van drugs doet meer schade dan het voorkomt. Wij moeten serieus gaan overwegen om niet langer onze tijd en moeite (en geld) te stoppen in het oppakkan van de kleine boeven en tientallen miljoenen op te sluiten die anders goede burgers zouden zijn. Wij moeten een weg vinden waar het drugsbeleid zich richt op gezondheidszorg, het verminderen van overlast met als oogmerk dat mensenrechten centraal staan. Onderzoek toont aan dat een aanpak gericht op gezondheidszorg en aandacht voor de gebruikers veel effectiever is dan een die zich richt op bestrijden van criminaliteit.

Het vernieuwen van het wereldwijde drugsbeleid is de grootste uitdaging van onze generatie.

De tijd is gekomen voor wereldleiders om hun drugsbeleid te herzien gegeven de teleurstellende resultaten van 50 jaar bestrijding en verbod. Dit is wat de “Global Commission on Drugs Policy” onder leiding van vier voormalige presidenten, Kofi Annan en anderen grote namen met moed heeft gedaan in hun baanbrekende rapport gepresenteerd in New York in juni jongsleden en nu doet in het parlement van Groot-Brittannië, 17 november 2011.

Het uitgangspunt van het huidige beleid is terug te voeren op het Verenigde Naties (VN) Drugs Verdrag van 1961. Nu is het moment dit verdrag te herzien. Het manuscript “Rewriting the UN Drug Conventions” is recent opgesteld om gemakkelijk aanpassingen te maken aan het bestaande verdrag om zo individuele landen meer ruimte te geven om haar eigen drugsbeleid te voeren dat aansluit op de wil van het volk, in plaats van de van bovenaf opgelegde oplossing voor diverse lokale problemen, de one-size-fits-all aanpak.

Een drugsvrije wereld is onmogelijk en we kunnen de vraag naar drugs niet elimineren. We moeten op zoek gaan naar een beleid dat schade voorkomt. We moeten overheden ondersteunen bij de uitvoering van experimenten met nieuw beleid gebaseerd op wetenschappelijk onderzoek.
