Bolivias regering vil have FN til at fjerne koka-blade fra FN’s lister over ulovlige stoffer. Danmark spiller rollen som USA’s skødehund.

At tygge koka-blade er en del af de oprindelige folks historie og kultur i Bolivia og landet vil derfor have FN’s forbud mod at tygge koka-blade ophævet.

Alligevel vil 17 lande, med USA i spidsen og med Danmark som halehæng ikke følge Bolivias krav om at ophæve forbudet.
Intet svar

Den 31. januar i år var sidste dag, der kunne protesteres mod Bolivias krav om at få fjernet kokaen fra FN’s liste over narkotiske stoffer. Uden protester ville Bolivias krav automatisk være tiltrådt ved FN’s årlige session om narkotiske stoffer.

To dagen inden fristens udløb spurgte Fransk Aaen fra Enhedslisten udenrigsminister Lene Espersen om Danmarks indstilling til Bolivias krav:

»Hvad er ministerens holdning til Bolivias indstilling til FN om ophævelse af forbuddet mod tygningen af blade fra coca-planten i Andes-landene, hvor denne praksis er en årtusindgammel skik blandt den indfødte befolkning?«.

Aaen fik aldrig noget svar fra underigsministeren. Men Danmark valgte altså som én ud af 17 lande at opponere mod aftalen. I alt er 184 lande med i aftalen.

Selvom det kun drejer sig om en lille del af de 184 lande – mindre end ti procent – der er modstandere, har Danmark således reelt været med til at blokere for forslaget fra Bolivia. Og hvad der der videre vil ske er endnu uvist, skriver det Transnationale Institut for Stoffer og Demokrati, TIDD.

Klage

Som reaktion på Danmarks protest mod det bolivianske krav har European Coalition for Just and Effective Drug Policies, ENCOD indberettet Danmark til ligebehandlingsnævnet. I begrundelsen skriver ENCOD:

»Hermed vil vi gerne klage til Danmarks regering for racemæssig og kulturel diskrimination af oprindelige folk i Andes-regionen i Sydamerika«.

I begrundelsen står der yderligere:

»I 2009 anmodede præsident i Bolivia, Evo Morales, FN om at ændre teksten i Singlekonvention om narkotiske stoffer af 1961. Denne ændring ville have sat en stopper for det diskriminerende og videnskabeligt uholdbare forbud mod tygning af kokablade, en ældgammel praksis blandt den indfødte befolkning i Andes-regionen. Arkæologiske fund viser, at koka-bladeforbruget går mindst tilbage til 5000 år f. Kr.«.

»I januar 2011 præsenterede den danske regering en indsigelse mod den bolivianske anmodning til FN, og dermed støtte til opretholdelsen af forbuddet mod traditionelle koka-blade forbrug i Bolivia«.

»Dette forbud må betragtes som en beklagelig handling af racisme, da det kriminaliserer og stigmatiserer en oldtids kulturel praksis uden negative virkninger«.

USA’s halehæng

At Danmark ikke viser forståelse eller indsigt i den bolivianske kultur er Bolivias ambassadør i Holland, Roberto Calzadilla, helt enig i. Calzadilla mener desuden, at Danmark mere eller mindre har kopieret USA’s begrundelse for afvisning af kravet. Også til det har Enhedslisten spurgt Udenrigsministeren:

»Vil ministeren redegøre for, om det er korrekt, at den danske regering er blevet kontaktet af USA, der forsøger at lægge pres på udvalgte lande for at indgive indsigelse til FN imod Bolivias forslag om at ophæve forbuddet mod tygning af blade fra koka-planten?«.

Heller ikke her har Enhedslisten fået noget svar.
