MINISTRO BOLIVIANO: “JIFE ES HIPÓCRITA”

El ministro de Gobierno, Sacha Llorenti, calificó ayer de “hipócritas” las críticas de la Junta Internacional de Fiscalización de Estupefacientes (JIFE) de la ONU a la decisión de Bolivia de denunciar la Convención de 1961 porque ésta prohíbe el masticado de la hoja de coca.

El diplomático Jaime Aparicio y el exsenador Carlos Börth dijeron que si bien es legítima la defensa del akulliku, el Gobierno equivocó el camino denunciando la Convención de 1961, lo que pone al país en situación delicada.

Llorenti criticó ayer en una rueda de prensa que “se ponga en duda” el compromiso boliviano de luchar contra el narcotráfico y dijo que “no es la primera vez que esta instancia actúa movida por ciertos intereses”, que no especificó.

“Encuentro hipocresía en algunos mensajes que llegan de ciertas instancias (…). Que quede claro el esfuerzo, el compromiso de Bolivia en su lucha contra el narcotráfico. Tenemos una política de Estado absolutamente clara”, sostuvo.

La JIFE, organismo antidrogas de la ONU, lamentó el martes, en comunicado difundido en Viena, la decisión de Bolivia de denunciar la Convención de 1961 y volver a adherirse con una reserva sobre el “akulliku”.

Asimismo, instó al Gobierno a “sopesar seriamente todas las consecuencias de sus acciones” y pidió al resto de las naciones no respaldar la posición boliviana, porque considera que “puede socavar la integridad del sistema global de control de drogas”.

Para Aparicio el argumento de defensa del akulliku es “débil” para denunciar la Convención de 1961 y que esta denuncia es innecesaria, pues a partir de la ratificación de la Convención de 1988, Bolivia logró la inaplicabilidad de vetar la hoja en usos tradicionales . “La acción de desgarrarse las vestiduras por el akulliku tiene otro trasfondo”, dijo.

Para el jefe de la bancada del Movimiento al Socialismo en Diputados, Edwin Tupa, en las criticas de la JIFE existe una intención del Gobierno de Estados Unidos para “desacreditar” la demanda boliviana y de esa manera lograr que la comunidad internacional se oponga al uso de la hoja de coca, se siga satanizando la hoja y estigmatizando el pijcheo.

El Gobierno comunicó la semana pasada a la ONU en Nueva York su denuncia de la Convención Única sobre Estupefacientes de 1961. El retiro se hará efectivo en enero de 2012, cuando Bolivia, según se ha dicho, pedirá su readmisión pero obviando la prohibición del masticado de la hoja de coca o “akulliku”.

La JIFE aseguró que si bien la denuncia de Bolivia, “puede estar en conformidad con la letra de la Convención, tal acción es contraria a su espíritu”.
