Demócratas y republicanos confundidos preparan un proyecto de ley federal, pionero en la historia de la nación, sobre su cultivo, comercialización y consumo.

Un grupo de congresistas estadounidenses acaba de anunciar su intención de presentar un proyecto de ley para la legalización del cannabis, a escala federal, y que permitiría a cada Estado de la Unión legislar sobre su cultivo, comercialización y consumo. Esta iniciativa es pionera en la historia de los Estados Unidos.

«La legislación a estudio limitaría el papel del Gobierno federal en materia de reglamentación del cannabis y permitiría a los ciudadanos su

cultivo y comercialización de manera legal», explican en un comunicado los legisladores Barney Frank, demócrata, y Ron Paul, republicano.
De esta forma se pondría fin «al conflicto permanente entre los diversos Estados y el Gobierno federal en cuanto a las políticas a seguir sobre el cannabis», aseguran los dos principales impulsores del proyecto.

Permitido en dieciséis Estados

En la actualidad, dieciséis de los cincuenta Estados de la Unión, así como la capital federal, Washington, han legalizado durante los últimos años el consumo de cannabis, pero únicamente con fines medicinales.

El electorado de California rechazó el año pasado por una amplia mayoría la legalización completa de su cultivo, comercialización y consumo porque ello habría creado un conflicto con la política de las autoridades federales.

Sin embargo, el debate sobre la legalización completa de la marihuana, o cáñamo, como también se conoce a esta sustancia, prosigue actualmente en al menos seis Estados.

Fracaso de la lucha contra la droga

A principios de este mes, un amplio grupo de personalidades de la política y la cultura, entre ellas varios ex presidentes latinoamericanos, publicaron un informe en el que aseguraban que la lucha mundial contra la droga ha fracasado y que «la única solución es la legalización del cannabis».

Los datos recopilados por Naciones Unidas señalan que el consumo de opiáceos ha aumentado en todo el mundo un 35,5% entre 1998 y 2008; mientras que el de cocaína creció en el mismo periodo un 27%, y el de cannabis un 8,5%.
