Bolivia adhiere Convención de NNUU sobre estupefacientes y plantea reserva pro hoja de coca

La Paz, 31 dic (ABI).- Bolivia adhirió la Convención Única sobre Estupefacientes de 1961 y planteó, simultáneamente, ante la Secretaría General de Naciones Unidas, una reserva a la consideración internacional sobre las propiedades medicinales de la hoja de coca, se informó oficialmente el sábado.

La adhesión y reserva bolivianas corre desde el 1 de enero de 2012.

“El 29 de diciembre de 2011, el señor presidente del Estado Plurinacional de Bolivia, Evo Morales Ayma, envió formalmente al Secretario General de Naciones Unidas la Adhesión de Bolivia a la Convención Única sobre Estupefacientes de 1961 a partir del 1º de enero de 2012 y, al mismo tiempo, puso en consideración de la comunidad internacional una Reserva con respecto al uso cultural y medicinal de la hoja de coca”, reseña una nota oficial a la que tuvo acceso la ABI.

A mediados de 2011, Bolivia había denunciado la Convención sobre Estupefacientes de 1961, que considera veneno a la hoja de coca en su estado natural, parte nodal de la cultura de los, pueblos originarios de los Andes sudamericanos y proscribe, asimismo, el masticado o acullico.

La adhesión y reserva firmada por Morales señala puntualmente que “el requisito de la Convención Única (relativo a) ‘que la masticación de hoja de coca debe ser abolida’ es incompatible con el artículo 384 de la Constitución de Bolivia, que protege la coca como parte de su patrimonio cultural y establece que la coca en su estado natural no es un estupefaciente?”.

Y complementa con que “también dicho requisito vulnera los derechos indígenas y culturales reconocidos en la Constitución, así como en diversos acuerdos internacionales sobre derechos humanos, incluyendo la declaración de la ONU de 2007 sobre los derechos de los Pueblos Indígenas”.

La denuncia de la Convención de 1961 por parte de la administración boliviana, en junio último, comportaba el objetivo de volver a adherirla pero con una Reserva que permita el uso lícito de la hoja de coca en su estado natural dentro del territorio boliviano para fines tradicionales, culturales y medicinales.

“De ese modo, la Convención de 1961 quedará alineada a la de 1988, en la que Bolivia ya presentó una reserva similar al momento de su suscripción. Con la presentación de la Reserva, el gobierno boliviano hace cumplir también la Constitución Política del Estado, que en su artículo 384 establece que ‘el Estado protege a la coca originaria y ancestral como patrimonio cultural, recurso natural renovable de la biodiversidad de Bolivia y como factor de cohesión social'”, reseña el documento.
