Drogues : 19 personnalités pour la légalisation du cannabis

Les anciens présidents brésilien, colombien et mexicain Fernando Henrique Cardoso, César Gaviria et Ernesto Zedillo ; Carlos Fuentes et Mario Vargas Llosa, écrivains mexicain et péruvien ; l’ancien secrétaire général de l’ONU, Kofi Annan… Pas moins de dix-neuf personnalités se sont prononcées, hier, pour la légalisation du cannabis.

Dans un rapport publié par la Commission mondiale sur la politique des drogues, ils estiment en effet que « la lutte mondiale contre les drogues a échoué, avec des conséquences dévastatrices pour les individus et les sociétés du monde entier ». Et d’ajouter : « cinquante ans après la signature de la Convention de l’ONU sur les drogues et quarante ans après que le président américain Richard Nixon a décrété la guerre contre la drogue, il est urgent de réformer les politiques nationales et mondiales de contrôle des drogues ».

Citant les exemples du Portugal et des Pays-Bas, le document rappelle que « les initiatives de décriminalisation n’aboutissent pas à une augmentation de la consommation de drogues ». Fortes de ses arguments, ces personnalités recommandent de « mettre fin à la criminalisation, la marginalisation et la stigmatisation des personnes consommant des drogues qui ne causent aucun dommage aux autres ». Elles appellent également à considérer les toxicomanes comme des patients et non comme des criminels.

Des propositions qui suscitent déjà l’enthousiasme. Pour preuve, à Londres, une lettre signée par le fondateur de la marque Virgin, Richard Branson, l’actrice Judi Dench, le chateur Sting et trois anciens chefs de la police, entre autres, encourage le Premier ministre David Cameron à dépénaliser les drogues, sans toutefois préciser lesquelles.
Entre 1998 et 2008, selon les chiffres de l’ONU, la consommation d’opiacés a bondi de 35,5 %, celle de cocaïne de 27 % et celle de cannabis de 8,5 %.
