LA COLOMBIE ET LA SOMALIE RETIRENT LEUR OBJECTION À LA DEMANDE DE DÉPÉNALISATION DE LA CONSOMMATION DE LA COCA

La Paz – Les gouvernements de Colombie et de Somalie ont retiré, dans le cadre des Nations Unies, les objections faites à la demande de la Bolivie de dépénaliser “l’usage traditionnel” (mastication) de la feuille de coca, de source gouvernementale à La Paz.

Le président de Colombie, Juan Manuel Santos, a appelé aujourd’hui son homologue de Bolivie, Evo Morales, pour lui annoncer le retrait de l’objection, deux jours après que celui-ci lui ait expliqué la portée de la position bolivienne concernant la coca.

Le porte-parole du gouvernement, Ivan Canelas, a informé les médias du résultat de cette conversation, peu de temps après que Morales annonce à la presse internationale qu’il sollicitait le soutien d’autres gouvernements.

Le président bolivien a précisé que la Somalie a aussi retiré son objection et qu’un pays d’Asie, sans en préciser le nom, a annulé la présentation de son opposition, après avoir écouté l’explication de la Bolivie.

Morales a aussi accusé les Etats-Unis de faire pression sur des pays d’Europe et d’Afrique pour qu’ils fassent objection à la demande de La Paz.

La Bolivie a présenté officiellement l’an dernier à l’ONU un amendement à la Convention de 1961 qui inclut la coca dans la liste des stupéfiants et stipule l’élimination de sa mastication sur 25 ans. Pratique existante en Bolivie et dans d’autres pays andins par des populations autochtones.

Le chef du gouvernement a précisé que la demande “responsable” faite à l’ONU est de dépénaliser la consommation et la mastication de la feuille de coca, et non de retirer cette plante de la liste des stupéfiants puisqu’elle est aussi utilisée pour la fabrication de la cocaïne.

“Nous ne demandons pas la dépénalisation de la feuille de coca mais seulement le respect de l’usage traditionnel”, a dit Morales sur la pratique de la mastication appelée “pijcheo” et “acullicu” en langues indigènes.

Selon Morales il y a une contradiction dans le fait d’interdire l’usage traditionnel de la feuille de coca dans la Convention de 1961 quand plusieurs états des Etats-Unis ainsi que des pays européens permettent la possession de cocaïne en petite quantité pour “usage personnel”.

Si lundi prochain (31 janvier) il n’y a aucune objection à l’amendement, les mentions concernant la pratique de la mastication seront retirées de la Convention de 1961.

Toutefois si des pays rejettent l’amendement, la Bolivie proposera une conférence aux Nations Unies pour traiter le sujet.

Le ministre de l’Extérieur bolivien, David Choquehuanca, voyagera la semaine prochaine dans plusieurs pays d’Europe pour expliquer la position de la Bolivie et solliciter leur soutien.
