RAAD MAASTRICHT TEGEN INVOERING WIETPAS

De meerderheid van de Maastrichtse gemeenteraad is tegen de invoering van de wietpas op 1 januari. De partijen vinden dat dit alleen kan als de randvoorwaarden duidelijk zijn. In januari dit jaar heeft de raad er bij minister Ivo Opstelten (Veiligheid en Justitie) al op aangedrongen dat de wietpas extra politiecapaciteit vergt.

,,In de brief van de minister die aan de gemeenten is verstuurd, staat niets over dit alles. De gemeenteraad van Maastricht voelt zich dan ook niet serieus genomen en totaal overvallen door de snelle invoering zonder gedegen voorbereiding. Uit het schrijven van de minister blijkt dat er absoluut niet wordt geluisterd naar de lokale politici en de mensen in de wijken en de buurten”, zeggen de fracties PvdA, D66, GroenLinks, TON, Stadsbelangen, SP en de CVP.
De partijen baseren zich op onderzoek waaruit is gebleken dat invoering van de wietpas leidt tot een toename van de drugsrunners, en dus tot een toename van de illegale straathandel. ,,De gevolgen hiervan voor de wijken en buurten zijn zeer groot. Kijk in Maastricht naar de gevolgen van het buurlandbeginsel dat per 1 oktober is ingevoerd, en je ziet dat de leefbaarheid in sommige wijken in Maastricht ernstig onder druk is komen te staan.”

PvdA, D66, GroenLinks, TON, Stadsbelangen, SP en de CVP doen hun oproep dan ook mede naar aanleiding van de signalen van buurtplatforms die een toenemende drugsoverlast constateren sinds buitenlanders (met uitzondering van Belgen en Duitsers) sinds 1 oktober door de coffeeshops worden geweerd.
Juist daarom kan een wietpas alleen maar ingevoerd worden na goede voorlichting en het stellen van duidelijke randvoorwaarden, waaronder extra politiecapaciteit.

De fracties roepen andere politici op om ook duidelijk te maken dat invoering van de wietpas op deze korte termijn onaanvaardbaar is. In navolging tot Venlo zou de raad van Maastricht willen voorstellen de invoering tot 1 januari 2013 uit te stellen en de tijd die dan rest te gebruiken om goede randvoorwaarden te creëren. Ook roepen de partijen hun collega politici in de Tweede Kamer op om de wens vanuit de steden, wijken en buurten kenbaar te maken bij Minister Opstelten.
